Joseph J. Heck, D.O., FACOEP, FACEP

Dr. Joseph Heck most recently served as a member of the US House of Representatives for Nevada’s Third Congressional District, from 2011 through 2017. During that time, he served on the Armed Services Committee, where he chaired the subcommittee on Military Personnel; the Education and Workforce Committee; and the Permanent Select Committee on Intelligence, where he was chair of the subcommittee on Defense Intelligence and Overhead Architecture.

Dr. Heck previously served in the Nevada State Senate from 2004 to 2008, where he was Vice Chair of the Transportation and Homeland Security Committee, and a member of the Commerce & Labor, Natural Resources, and Human Resources & Education committees.

Prior to serving in elected office, he worked as a healthcare provider, educator, and administrator. Dr. Heck was the President of Specialized Medical Operations, Inc., a corporation dedicated to providing cutting-edge emergency response training, consulting, and operational support to Law Enforcement, EMS, Military Special Operations, and Business & Industry. He is board-certified in Emergency Medicine with a Certificate of Added Qualification in EMS and served as the Operational Medical Director for the Southern Nevada Health District in Las Vegas, Nevada, providing medical oversight for the EMS system and public health preparedness. He was also the Medical Director for the Las Vegas MetropolitanPolice Department (LVMPD).

Dr. Heck’s involvement in EMS began in 1978 as a volunteer firefighter/EMT – A. He has served with the LVMPD Search & Rescue team and as a tactical physician with the Department’s SWAT team, and also served as a FEMA USAR Physician with NV-TF1. He was the Vice-Chair of the Domestic Preparedness Committee of the American College of Osteopathic Emergency Physicians and has had previous academic appointments as Medical Director, Department of EMS at the Community College of Southern Nevada, Visiting Scientist in the Department of Military and Emergency Medicine at the Uniformed Services University, and Clinical Assistant Professor of Emergency Medicine at the University of Nevada School of Medicine. He currently holds an academic appointment as Adjunct Clinical Associate Professor in Primary Care / Emergency Medicine at Touro University – Nevada, College of Osteopathic Medicine.

Dr. Heck has lectured and published widely on special operations medical support and the medical response to acts of terrorism. He served as the Medical Director for the Nevada Hospital Association’s Hospital Preparedness program and as a member of the American Osteopathic Association’s Task Force on Bioterrorism. From 1998 to 2003, Dr. Heck served as the Medical Director of the Casualty Care Research Center of the Uniformed Services University of the Health Sciences in Bethesda, Maryland.

Dr. Heck graduated from The Pennsylvania State University with a degree in Health Education, received his medical degree from the Philadelphia College of Osteopathic Medicine, and completed his Emergency Medicine Residency at Albert Einstein Medical Center in Philadelphia, Pennsylvania. He is a fellow of both the American College of Osteopathic Emergency Physicians and The American College of Emergency Physicians. Dr. Heck is a member of the United States Army Reserve with the rank of Brigadier General and is currently assigned as the Deputy Joint Staff Surgeon, Office of the Chairman – The Joint Chiefs of Staff. He is a graduate of the U.S. Army War College with a Master of Strategic Studies.
